Two plans were put forth during the Constitutional regulation to create the new branches of government. The Virginia Plan wanted a bullocky national government with terzetto branches. The legislature would have 2 houses. One would be directly elected by the pile and the second would selected by the first house from plurality nominated by the differentiate legislatures.
